Effect of Fluoride

I found an article

I don\’t quite understand it but I decided to use fluoride free toothpaste. (about 6 months ago)

In the country that I currently live (Romania) there is no project regarding fluoridation of public drinking water.
I think some advice on water filtration could be useful though.
