Starting the Charging – technical stuff

I signed up already a month ago after finding this thread but for the first steps I did not need to bother you.
Now I have finished the polishing of the hemispheres of the moe-joe-cell a friend of mine left to me for experimenting. I also polished the outside of the tubes of the joe-cell he left to me. The metal parts are cleaned and ready so far. The hemispheres have a very nice sound!
The moe-joe-cell is not yet assembled, but I tried to set up the joe-cell in order to start charging the water.
My charging setup is as follows: I currently use a glass tube-vase of about 20 cm diameter and 25 cm height. In it I placed the tubes. I put hot glue on their base so to fix them on the bottom of the vase. They are not absolutely close but – does that matter?
I then filled the system with distilled water and connected the output of the rectifier (12V) to the outer and the inner tube. When I tried to increase the amperage, no current was apparently running. Now I think: How could it, I used destilled water. I thought I\’d need destilled water. Do I need tap water instead?
And then my next burning question 🙂 What should I observe when charging the cell/ water? Do you have kind of a manual or instruction book? What are the electric tension and amperage to run and for how long? Will the water outside of the joe-cell also be charged? Should I avoid water outside of the outer tube?
Questions after questions, I hope this does not bother you too much.
